The Greater Charleston Federal Executive Association (FEA) is an organization participating in the Federal Executive Board program established in 1961 by President John F. Kennedy to improve coordination among Federal activities and programs outside Washington.

Over 80 percent of all Federal employees do not work in the national capital area. There is a continuing need for effective coordination among the field activities of Federal departments and agencies and, in addition, Federal officials outside Washington are the principal contact of the Federal Government with the citizens of this country. There are currently 28 FEB's located in cities that are major centers of Federal activity such as Atlanta, Chicago, etc. These organizations implement their functions under the direction of the Office of Personnel Management. In cities, such as Charleston, where FEB's do not exist, Federal Executive Associations or Councils serve with similar purposes and objectives but without the same full-time appointed staffs and formality established by Presidential Directive and OPM guidance as required of FEB's. Examples of FEB/A activities include:

  • The sharing of technical knowledge and resources in procurement, personnel management, information technology, and similar commonly beneficial activities.
  • Implementation of the local Combined Federal Campaign.
  • The pooling of resources to provide, as efficiently as possible, and at the least possible cost to the taxpayers, common services such as training courses, employee assistance programs, child care centers, blood donor programs, and savings bond drives.
  • Encouragement of employee initiative and better performance through special recognition and other incentive programs.
  • Federal worker recognition awards program and luncheon in the spring of each year.
  • Emergency operations, such as under hazardous weather conditions or other national threats.

South Carolina has two official FEA’s located in Charleston and Columbia. In Charleston alone there are nearly 90 Federal agencies, major military commands, and elected Federal officials. Agency participation is on the rise and we look forward to new members who can join our efforts.

The Charleston FEA meets on the second Thursday of the month in a working lunch forum. Our speaker program invites prominent Federal, State, and Commercial organizations to address the group on pertinent issues including emergency preparation, agency coordination, Federal programs and initiatives, and interface with complementing organizations.
